Persean Concord Citizenship refers to the legal status provided to qualifying persons who either: a) Trace ancestry to a recognized citizen b) Are born on a Concord-recognized world. There are three segregated levels of Citizenship as outlined in the Articles of Concord, though historically the number of segregated levels varied greatly.

Current Levels of CitizenshipEdit

As of 12,200 On.D. Persean Concord Citizenship is divided into the following tiers:

  1. Lifespan Concord Citizen
  2. Temporary Concord Citizen
  3. Sponsored Concord Citizen

Lifespan Concord CitizenshipEdit

As may be concluded from the nomenclature, Lifespan Concord Citizens enjoy the full benefits, privileges and responsibilities of citizenship for the entirety (or in the case of elevated citizenship, the balance) of their lives. Revocation of citizenship can only occur by a unanimous vote of the Concord Convocation and is reserved as a punishment directly preceding summary execution in most cases. The rights of Lifespan Concord Citizens include, but are not limited to:

  • Full connection and access to the Interlace;
  • Basic food and shelter;
  • Full coverage for all essential physical and mental health concerns;
  • Unlimited free use of System, Subsector, Sector or Galactic Gates;
  • One lifetime audience with the gathered Concord Convocation to speak at length on any matter of personal, professional or community import.

Responsibilities of Lifespan Concord Citizens include, but are not limited to:

  • Ability to communicate in Galactic Standard;
  • Identification to Persons of Authority when such is duly requested;
  • Contribution to the betterment of the Concord, as defined in the Articles of Concord;
  • Registration for potential military or defense service at citizen race's age of majority;
  • Due reporting of a crime happening in the presence of the citizen;
  • Submission to a duly authorized search of property or person.

Temporary Concord CitizenshipEdit

As may be surmised from the nomenclature, Temporary Concord Citizens enjoy many of the same benefits as Lifespan Concord Citizens, but enjoy such only on a limited basis. Temporary citizenship may be granted in any number of ways, from a system wide lottery to a meritorious award and many more. Citizenship is attached to a series of unique identifiers and all Temporary Citizens are required to provide three unique non-biographically available points of identification upon being provided Temporary Citizenship. These are removed and recursively purged from all records, by law, immediately upon the end of citizenship.

The rights of a Temporary Concord Citizen include, but are not limited to:

  • Full connection and access to the Interlace;
  • Basic food and shelter;
  • Full coverage for all essential physical and mental health concerns;
  • Reduced tarriff use of System, Subsector, Sector or Galactic Gates;

Responsibilities of Temporary Concord Citizens include, but are not limited to:

  • Identification to Persons of Authority when such is duly requested;
  • Due reporting of a crime happening in the presence of the citizen;

As my be inferred from the nomenclature, Sponsored Concord Citizens must be submitted for citizenship by a Lifespan Concord citizen. This may be achieved at either the individual level, or in the case of Boosts at the racial level.

  • Called "Probationaries" in Galactic Standard, sponsored Concord citizenship at the individual level is often offered as a payment for services rendered and in rare cases for meritorious conduct in a manner similar to that of Temporary Concord Citizenship. Individual sponsorship has a duration of the lifespan of the sponsor, at which time the sponsoree may apply for Lifespan Concord Citizenship. It should be noted that this may only be achieved by utilizing the prospective citizen's sole lifetime request for audience with the convocation, though if Lifespan Citizenship is granted the Lifespan Citizen may continue their audience to include non-citizenship matters after the vote is held.
  • Called "Fledglings" in Galactic Standard, sponsored Concord citizenship at the racial level carries a limitation of 1,000 years or 100 generations, whichever comes first. Expiration of sponsorship most commonly results in the race in question being elevated to Lifespan Concord Citizenship in return for the services rendered over the course of the race's sponsorship.

The rights of of a Sponsored Concord citizen include, but are not limited to:

  • Monitored connection and access to the Interlace;
  • Basic food and shelter;
  • Full coverage for all essential physical and mental health concerns;
  • Once annual free use of a System Gate, full tarriff use of all Gate usage not covered under this annual use;
  • Direct, persistent, at will communication to their Sponsor or appointed representative thereof;
